Here's an opinion by Tim S. that also seemed to make sense:
this had nothing to do with forcing commercials to reduce their take. They wanted to be able to carry over uncaught quota year after year. So as the fishing declines, they could bank quota with no limits. All that does is ensure any miraculous resurgence of the stocks would be met with huge amounts of banked quota and quickly snuffed out. If the fishery is in such poor shape that commercials can't fill their quota, why would anyone feel it's a good idea to let them try to take even more next year...and the following year?

That's like saying your bag limit for fluke is 6 @ 17" (example only) and since you only caught 2 @ 17" (4 short of your limit) this trip and 3 @ 17" (3 short of your limit) the trip before that on the outside chance you stumble into a bunch of 17" fish that you should be able to keep your limit of 6 plus the 7 keepers you didn't catch on your last two trips because they are 'owed' to you.
